Generally, you will need to invest some money before you begin work. You'll need things like a second phone line, high speed internet, a headset, possibly a computer upgrade, etc. These things are not fees, but the standard expenses of being in business and meeting your client's requirements.
As you consider these expenses, keep in mind that some or all of them are tax deductible, and that if you work outside the home, you will still have expenses associated with work, such as clothing/wardrobe expenses, dry cleaning, additional wear and tear on the car, plus the time spent commuting, eating out, etc. It is considerably cheaper to work from your own home, both for you and for the client/employer.
Don't get wound up in the need for legitimate business expenses. Remember, that as an independent contractor, it is expected that you will need to invest some money. The thing to beware of is companies that ask you to pay them. Never once in my work outside the home career has a company ever asked me to pay them to train me. Nor have I ever had to pay a fee to work, nor have I ever been expected to pay them for any software I might use. (Nor have I ever been asked to pay a fee to seek work, for that matter.) My rule of thumb for finding work at home is, the flow of money should always be from the client to me, never the other way around.
